Monroe did exactly as he was advised to do as a law enforcement officer. If he had not, he would have been in trouble as a police officer.

The DA only goes forward with cases where the evidence can prove guilt beyond a reasonable doubt. If they don't have enough evidence to that level, they drop the cases and guilty people go free every day.
