Even a packed house, and apparently no outside support, could not convince at least one of the four steadfast trustees to apply reason to this unpopular pursuit of leasing-purchasing the Blue Shield building.
Last night trustees Carol Souza Cole, Bill Beerman, Rosario Ruiz-Dark and Elaine Lytle voted to spend $7.6 million for a $3.6 million building. Simple math should have told them they were buying an oversized building for $4 million more than its value. In one fell swoop, the four trustees also approved spending $1,000,000 per year on rent. All this upon the advice of superintendent Jacki Cottingim, who has orchestrated the debacle for more than a year.
Voting against the ludicrous expenditure were trustees Frank Glover and Rogelio Villagrana. Warren Berg was absent.

All four need to go. Rosario has shown herself to be completely over her head. A nice gal, but she has no business in tough decision making situations.

Who is Pam Miller? Are we supposed to know?
Pam Miller is the Director of Yolo County Employment and Social Services. Dino, you need a whole other topic to talk about that place.
Pam Miller is known for her Totalitarianism type management. When Pam Miller came to Yolo County from down south, she soon brought on borad several of her top people from the county in which she came from. These top positions could have been filled with well qualified people in the Yolo County.
Recently, Pam Miller had this grand plan to put in a "Work Out Gym" inside the social services building, however, word is that she probly would have a hard time with this justification to the BOS. I think a work out gym is more tha appropriiate for the sheriffs dept, but not for a people who's jobs don't need or require physical fitness. This should be given to the Yolo County Sheriffs Dept.
Yes, it boggles my mind that the 4 would vote so mindlessly. IF they voted like it were THEIR money, believe me the story would be different. But I don't see what can be accomplished by a recall. That is just good money for nothing. It will not change the purchase costs and who would be in their place?
Thats the beauty of the democratic process of our country! Thank You to our forefathers for having that insight. Let the voting begin!

Watch some people protest teh amount for a recall(less than $30,000), it would be eight times less than the board paid the SELLERS broekr on a LEASING COMMISSION.
It is four times less ($120,000) they paid Jacki friend Scott Sheldon to negotiate the at ludicrous contract.
These people have wasted hundreds of thousands of dollars that come directly out of discretionary funds for the district.
Just Thursday, The Superintendent CUT jobs that directly effect students learning stating that the reason was a LACK OF AVAILABLE FUNDS
So when people believe that some how this purchase does not effect students, you are naive at best.
It's a shame that all the women and one man were stupid, two men were smart, and one man was chicken. Please put the recall on the ballot. I'll vote to recall the four stupid ones in a heartbeat who put their comfort above academic excellence and fiscal frugality.
I don't like the fact that good jobs went to "out of county" people when qualified Yoloans were overlooked. However, it is not uncommon practice for people in higher positions to have a few of their "crew" (if you will let me use that term) follow them to the new town. It happens all of the time and ya just gotta suck it up and move on. Bringing people with her is the least of the problems Pam Miller has caused from the looks of things. Forget who came with her, remember these people live amongst us now. We need to focus on the job she is doing.

You either don't understand the English language or you're dumber "than a bag of hammers." A recall is a sad thing and in this instance is gross violation of what a recall was intended for, but then again such points are usually over the lowbrow heads of you and your slavishly devoted audience.

Exultant refers to elation, jubilation and triumph. It's obvious that the title is responsive to the defeat of my opinion. Am I happy the trustees just blew at least $4 million? Why would I be happy about that? My side lost.
The subsequent comments support "the tone" (as you put it) of the blog. Your characterization of triumphant success is nonsensical to those who really do understand English.
Part of comprehending the English language, aside from knowing the definitions of words, has to do with interpreting nuances of use. The story and comments have to do with outright disdain. So if you're confusing exultation with something else, that is only a reflection of your ignorance.
A recall could have been avoided if four trustees didn't "think" like you, puppet. A recall, although unwanted, is available for many reasons. Your insinuation that it's a violation to employ such a legal strategy to get rid of stupid "representatives" is further testament to your intellect.
If you agree with the decision made by the board, why can't you just express it plainly instead trying to use words you don't understand to criticize an opinion? What is it about the lease-purchase agreement that you particularly support?

I am one of the “lowbrow heads of the slavishly devoted audience” and support a recall in this instance. While browsing loopnet.com to find commercial real estate for rent or sale I came across the “Blue Shield” building and at the time (October-January) the price was 2.5 million. The economy has not improved ANY since and yet the building was appraised at 3.6 million. The possible final cost could be over 8 million. In a time when monies are being cut back this lease-purchase seems inappropriate, illegal, and in the great words of the nameless cowardly exalted 10:47 AM, “egregiously insulting.”
These school board members do not care what the parents want. A recall is a sad thing but when those elected to represent the whole fail, the recall is the hammer of choice.
Oh, I do challenge anyone to justify spending the 5 million over the asking price while laying off employees! Yes it’s a sad thing!

I dont' know for sure if she was involved, but her agency is the central hub for the Yolo County Workforce Investment Board. I am sure if you look closer, it will eventually go back to some type of Job Training program for convicted felons, mental health or AODS clients. In fact, if I am not mistaken, wasn't that whole coffee station thing a job training partnership for felons, mental health and AODS clients? I think it was.

I don't know how she can justify any good fiscal position as a district within the State of California. That aside, how can anyone justify spending twice as much as necessary for rent or buying a property for double the value.

I remember it was for a training program, however they gave the vendor $91,000 to set up shop. The private vendor would be getting free labor and free rent... that should have been enough of a county contribution. $91,000 to start up a cart is ridiculous.
Carol's comment shows how utter incompetent she is as a trustee.
Every dollar spent on a central office is money spent away from the classroom. Period.
Her earlier arguments were, " it is better to buy, and not lease." Now she approves a 30 YEAR LEASE! As I understand it, if the District cannot afford or come up with the financing to purchase , they are stuck there for 30 YEARS, with payments skyrocketing to over $1,000,000.
"Doin' a heck of a job Brownie" comes to mind as I read her quote.

I like the first direction you were heading... toward the dubbing of the Blue S#!+ Building.
It's funny, at first I couldn't say if the purchase was a good idea or not. I initially thought the square foot price for the area was reasonable, but then discovered the building was too big for their purposes (even with anticipated growth). Then came the secret negotiations and the disparity between the appraisal and the offer price (that included the illegal eminent domain negotiations).
Ultimately it comes down to a "blasphemous," S#!++Y process and a "bleak," S#!++Y financial decision. There you have it, the "Blue" S#!+ Building.
The most frustrating part of the WJUSD meeting was the comatose state the board members seemed to be in. Thier lack of involvment on the board on this issue is staggering, at least as far as we can tell.
Kind of reminded me of One Flew Over the Cookoos Nest. Cotingham and the board members who voted for the "LEASE" could easlily replace the original characters and what was happening at the "Mental Institution"
